The plan is to enact the new speed limit in the town's West End as a way to discourage travelers from using the neighborhood to avoid congestion on nearby Highway 82. City officials hope the unique number will get drivers' attention. Despite a speeding review that showed drivers weren't exceeding 25 mph in the area, residents have still complained about a perceived problem of speeding.
