Four people were killed during Brazil's Carnival celebrations Tuesday after a float caught fire when it hit a power line in the port city of Santos. The tragedy heightens the safety fears that have gripped Brazilian society since last month's horrific nightclub fire in Santa Maria, which claimed 239 lives.
