Guy ticketed for littering while helping man in wheelchair

John Davis has a brother who's paralyzed, so when he saw a wheelchair-bound homeless man on an interstate exit ramp, he was compelled to help him. Davis gave the man a few dollars through his open window, and one of the bills fell to the ground as he drove away. Almost immediately, Davis was stopped by a Cleveland cop who gave him a ticket for littering, with his offense listed as "throwing paper out the window." Davis says he tried to explain the situation but was told to "take it up with the courts." He says he will, since the fine could cost him $500. Or $501, if you count that buck that fell to the ground.
