President Obama steered clear of Mitt Romney's "47 percent" remarks in the first presidential debate, but Joe Biden didn't waste time bringing it up in his bout with Paul Ryan. Sparring with Ryan on economic recovery, the vice president labeled Romney as "the guy who says 47 percent of the American people are unwilling to take responsibility for their own lives," adding "I've had it up to here with this notion." Biden admitted, "I always say what I mean. And so does Romney."
