Jimmy Carter says 'it's OK' for states to legalize marijuana

Proponents of decriminalizing marijuana have long had a friend in Jimmy Carter. The former president championed the cause when he was in the White House. So it's no surprise he says he's OK with newly passed measures in Washington and Colorado making the drug legal, and believes they should be used as test cases for the possible relaxation of national weed laws. Carter told a CNN Forum that decriminalization in Portugal has led to decreased marijuana usage there, and pointed out the impact legalization would have on prison populations.
