The unnamed horrible person is reportedly selling the tape — featuring him and a very young Kelly — to the highest bidder. The 30-minute tape is shot in a “semi-professional manner” and Kelly is aware the the camera is running. According to TMZ, there is an even pervier angle to this story — the video might have been filmed prior to Kelly turning 18, which the gossip site alleges because of the music playing in the background.
