Mysterious man arrested a month ago still hasn't spoken

What began as a routine case of shoplifting has turned into a mystery that has confounded authorities in a California city. Namely, police in Daly City, south of San Francisco, have been unable to identify the man they arrested May 30 for allegedly stealing frozen pizzas and candy bars from a grocery store. Police have run his fingerprints through databases, made missing persons inquiries and have tried to talk to him -- in both English and the Filipino language Tagalog -- to no avail. The man, who has not spoken since his arrest, responds to simple verbal commands, but refuses to speak, write or maintain eye contact.
