Tree-climbing inauguration heckler banned from Washington, D.C.

Rives Miller Grogan is allowed in the nation’s capital for a court date in February, but other than that, the California man is banned from Washington, D.C., for good. On Monday, Grogan sat in a tree for five hours, shouting at the president and attempting to drown out his inaugural address — just a week after he stood up and yelled from the Senate gallery. Since 2009, Grogan has made a shouty spectacle of himself: He's held a doll while screaming in the Capitol Rotunda, marched up the Capitol steps shouting, "Stop killing the babies," and has disrupted the Senate more than once.
