San Francisco uses puppies to lure panhandlers off streets

San Francisco has tried numerous tactics over the years to crack down on its panhandling problem. Now, the city is going with a more cuddly approach -- puppies. Beginning Aug. 1, San Francisco is implementing puppy diplomacy in order to curb its long-standing panhandling dilemma. The Wonderful Opportunities for Occupants and Fidos (WOOF) program will offer panhandlers a small stipend to foster problem pooches at its Animal Care and Control facility, groom the dogs for adoption, and, in the process, keep the panhandlers off the streets. Qualified applicants will receive up to $75 a week, training, equipment and supplies.
