Red light camera tickets a stopped car for speeding

Either Baltimore's red-light cameras need a tune up, or Maryland has introduced speed limits below zero. James Doty received a ticket for going 38 miles per hour, which was just 38 miles per hour over his actual speed. This was also confirmed by time stamps on photos taken by the camera, which were supposed to be verified by an actual police officer. The Baltimore Police Department is now looking into the incident, which appears to be more than they did before delivering the ticket. [Source]
