Homeowners trying to work around city-imposed watering bans during one of the driest summers on record have watched their carefully manicured lawns go to pot, including one Denver woman fined by her homeowner’s association for brown spots in her yard. Not Indiana’s Tim Birdwell, who pulled the ultimate pride-of-ownership ploy and painted his front lawn bright green. Because he can.
