Toto turned down as Kansas' official pooch
3/14/2012Toto is not the top dog in Kansas. Dorothy's canine sidekick may have to get the Wizard of Oz to grant him that wish. A proposal to name the cairn terrier breed as the official state dog died when the Kansas House Standing Committee on Agriculture and Natural Resources declined to hear the bill. Rep. Ed Trimmer, who sponsored the bill, says he'll try again next year to give Toto his due. Not long after the idea first surfaced in late January, PETA, People for the Ethical Treatment of Animals, said it feared the measure would add to Kansas' puppy mill problems.
