Tendai Biti, the African nation's finance minister, says that they only have $217 in their bank account, which isn't even enough for the government to buy its own iPad mini. Although their civil servants all got paychecks last month, that three-figure account balance means that the country won't be able to afford the constitutional referendum and election that it had scheduled for later this year.
