Tendai Biti, the African nation's finance minister, says that they only have $217 in their bank account, which isn't even enough for the government to buy its own iPad mini. Although their civil servants all got paychecks last month, that three-figure account balance means that the country won't be able to afford the constitutional referendum and election that it had scheduled for later this year. "We will be approaching the international community to assist us in this regard," Biti said. The financial future isn't any brighter for Zimbabwe's citizens.
